Introducing Robert Fluharty: Champion for District 99

Robert Fluharty is a lifelong public servant, executive coach, and organizational leader with more than three decades of military service and leadership experience. Over a 32-year career in the U.S. Military, Robert rose to a senior enlisted leader, serving in roles that demanded accountability, calm under pressure, and a commitment to people-first leadership.


Throughout his career, Robert has led teams and advised senior leaders on building strong, mission-ready organizations. He directed institutional advisors and subject matter experts supporting merit, respect, and professional development—work that helped shape opportunities and outcomes for more than 92,000 service members. He also served on multiple deployments and contingency missions, supporting operations at home and abroad, and later volunteered in West Virginia to document and support disaster response efforts during severe flooding and COVID-19.


In his civilian career, Robert had served since 2007 as a Special Agent conducting background investigations for individuals in positions of trust across the federal government. Over the course of his investigative work, he has conducted more than 4,000 interviews focused on character, conduct, and integrity—experience that reinforced his belief that public trust is earned through transparency, follow-through, and consistent ethical leadership.


Robert was also the Co-Founder of Inclusion Culture Inc., where he helped design and deliver leadership development programs for large organizations—equipping leaders to strengthen capability, improve collaboration, increase efficiencies and lead through change. He holds an MBA from the University of Charleston, advanced security management credentials from American Military University, and is an ICF-certified professional coach (PCC). He is known for a coaching and leadership style rooted in understanding, evidence-based decision-making, and practical accountability.


Robert is running for West Virginia House of Delegates to bring the same service mindset to Charleston: protect people, strengthen communities, and restore trust through transparent, accessible government. He believes leadership is a duty—not a privilege—and that government works best when it’s close to the people, focused on results, and free from political favoritism.

• Respect local control and keep decision-making as close to citizens as possible

Robert is married and the proud father of four amazing young adult children. He spent the last 28 years in the Easter Panhandle and has always called West Virginia Home.

What I’ll Fight For in Charleston

I’m running to be a strong voice for our communities, our families, and our future. If elected, I’ll fight to make sure decisions made in Charleston reflect the needs of the people back home — not just the priorities of distant agencies, large corporations, or political insiders.

I’ll fight for lower property taxes through local control

Property taxes will only come down when local communities have more control over growth, planning, and the tax base. Counties should have a stronger voice in the decisions that shape their future.

I’ll fight for better roads and infrastructure

Safe, dependable roads are essential to daily life, economic growth, and emergency response. Our infrastructure dollars should be spent wisely, transparently, and where they make the biggest difference for local communities.

I’ll fight to put utility customers first

Utility companies have a responsibility to serve the public. When improvements are needed, customers should come before shareholders. Families, seniors, and small businesses deserve reliable service and fair rates.

I’ll fight for public safety built on trust and accountability

Law enforcement, fire departments, EMS, and public servants deserve our respect and support because they choose to serve our communities. They should also have the resources, leadership, and accountability needed to maintain the public’s trust.

I’ll fight to protect clean water

Water is life. Access to clean water is one of the most basic needs any family has, and protecting it is one of the most important responsibilities of government.

I’ll fight for responsible growth

Growth should happen at the pace of the local community. Businesses should work with the people who live here, and government should help ensure that growth benefits the community instead of overwhelming it.

I’ll fight for local schools, local families, and local choice

I support local choice for families and schools, but real choice requires real local funding, community responsibility, and strong public support. Strong families and strong schools are built together.

My commitment

In Charleston, I’ll fight for policies that respect taxpayers, strengthen communities, protect essential services, and keep decision-making closer to the people. I believe government should be accountable, practical, and rooted in service — always putting our communities first.
